Getting a South African licence as a foreigner: TRN explained

AT A GLANCE

Your quick answers.

Think of TRN as the identity part

A TRN helps the traffic system identify you. Gov.za's service explains its use when foreigners buy or register vehicles and do not have an accepted foreign identity document. A foreign ID may be accepted instead, so do not assume every visitor needs a TRN just to drive.

For a learner or driving-licence application, ask your driving licence testing centre (DLTC) which identity and immigration documents it accepts, whether you need a TRN and whether it can process your application. Having a TRN does not settle those eligibility checks.

YOUR COACH'S QUICK GUIDE

Get the paperwork moving, one step at a time

One step at a time. Open a card for the details.

  1. 01

    Check the right office

    What to do
    1. Tell the office whether you need a TRN for a vehicle transaction or an identity record for a licence application. Gov.za directs TRN applications to a registering authority (RA). A testing centre and a vehicle registration office may handle different services.Official TRN guidance
    2. Ask which office can process your documents before booking a learner test.Find centre contact details
  2. 02

    Get your documents ready

    What to do
    1. Confirm the passport or foreign-ID documents, valid immigration documents, address evidence and certified copies the office requires.
    2. Cape Town lists a valid foreign passport, visa/work/study permit, address evidence and two ID photos. This is its local application list; ask your own authority what it needs.Cape Town TRN document list
  3. 03

    Apply using ANR

    What to do
    1. Complete the Application and Notice in Respect of Traffic Register Number (ANR) and submit it with the required documents.Open the official ANR form (PDF)
    2. Ask the registering authority for its current charge and keep your application reference.
  4. 04

    Then choose your licence route

    What to do
    1. Once the DLTC confirms your identity and eligibility, a first licence starts with the learner's test. Passing that is followed by the practical-test application; a TRN skips neither test.Learner booking guide
    2. Already hold a foreign licence? Check whether recognition or conversion applies instead.Foreign licence and IDP guide

What will it cost, and how long might it take?

Gov.za asks applicants to get the TRN certificate fee from their registering authority and gives a processing estimate of up to six weeks. Confirm the current fee and expected turnaround with your office; neither is a guaranteed nationwide quote.

TRN administration and licence-test charges are separate. Once your application route is confirmed, use the fee guide to plan the learner and driving-test costs.

Using asylum or refugee documents?

Ask about your exact document before travelling. Cape Town's TRN page lists BI-1707 documentation together with a Home Affairs authorisation letter for asylum-seeker or refugee applications. This local list should not be read as a complete national rule for every document or status.

Your TRN enquiry checklist

A TRN does not grant a licence or replace the application requirements for your immigration status.
